New Passing Standards for Some Educator Certification Tests

The Commissioner of Education has adopted new 19 TAC Chapter 151, Commissioner’s Rules Concerning Passing Standards for Educator Certification Examinations, §151.1001, Passing Standards, which change the passing standards on some of the educator certification examinations, effective September 1, 2017. All passing scaled scores will remain at 240, but the performance standards or raw cut scores needed to achieve the scaled score have been adjusted for the examinations shown below to be more rigorous, meaning that 240 on the new scale corresponds to a higher score on the old scale. Educator preparation programs should use the ETS Data Manager to examine the potential impact that the new passing standards may have on your EPP; a document is available that provides direction for this.

Curriculum Crosswalks

Curriculum Crosswalks are test-specific charts that help EPPs confirm that the courses offered in their programs cover the necessary content from required licensure/certification tests.

Preparation programs can also use these test-specific charts in a number of other ways:

  • for analysis of weak content category areas of their candidates
  • for curriculum planning
  • as a guide for new faculty
  • as a guide for new students entering your program

Click here for a complete list of TExES Curriculum Crosswalks, in both PDF and Word formats.

ETS Office of Disability Policy Informational Video

A new informational video from the ETS Office of Disability Policy is now available. This video presents a brief overview of the Office of Disability Policy, highlights some recent legal changes under the Americans with Disabilities Amendments Act, and reviews the application process for test takers with disabilities.

Payment Processing

To better explain the new payment processing, a document is now available showing you screen shots of the registration process for a candidate registering for a test through the ETS system and then making a payment through the Texas.gov system. Included are slides showing how payments will work for ancillary fees (e.g., change fees, score review fees, international site fees) that will be processed through the regular ETS payment system.

Candidates will still go through the regular ETS system to register for a test and pay for ancillary fees, but when they click on the link to pay for a test registration, they will be automatically taken to the Texas.gov website to enter their payment information. The biggest change is for those candidates who want to process a payment for a test registration and an ancillary fee. They must make two separate payments to complete their transaction, and this is explained in the document provided.

TExES Faculty Manual

The TExES Faculty Manual (PDF) is designed to help faculty, administrators and educators in EPPs make use of the information produced by the TExES program.

Technical Manual

The Texas Educator Certification Tests Technical Manual (PDF) explains various technical aspects of the Texas Educator Certification assessments, including the purpose and use of the tests, how the tests are developed, test validity, statistical analyses that support the psychometric quality of the tests and score reporting processes.
